Yeh...We need to know the time zone...even though I can see it being at like 4am in the morning....
I think it's safe to assume he means Mega City Time, which is equal to Pacific Time and is usually what is meant when times are referred to IC.
Mega City runs on Pacific Time, so that would be my guess. All of the other events have been on PST, so why not this one?

Does this message concern pie?
I was an hour off...it is infact 3 am in GMT....yeh well done whoever planned this event.
9 am here XD i think it was SO OWND !
((Event cancelled by creator for the following reasons:
1). Lack of interest. 2). Nobody taking it seriously.
And most importantly:
3). The lack of imagination of people who were participating that failed to get the point that an EMCP had been modified to act as a traditional EMP device. And even after detonation, people just laughed and/or said, "Hey, the bomb was a dud!" or "It didn't work!" or "Hey, that only works against commandos." just because the game's mechanics don't allow it. What did you expect? Cars to suddenly stop or things in the game environment to change? And also because people failed to see the fact that a "Bomb Simulacrum" was supposed to die after detonation. It fulfilled its purpose. Instead I get comments like, "Hahahaha!!!!1111 he killed himself!"
It had the potential to be a fun and unique event and maybe it did start off slow, but I was intending for it to be ongoing and actually build up to something.))

I'm sure you'll find that just because there were few replies in this thread, doesn't mean that 1, there was a lack of interest or 2, nobody took it seriously.
If your chief complaint is that players 'failed to get the point', then perhaps your event was too complex a venture to persue, and this should be kept in mind for the future (conjecture). I can't speak for those who provided the irrelevant comments, some just don't have the capacity for, or interest in taking things seriously. Perhaps that's all they could say because they didn't really understand the fundamentals of what was happening.
Don't be discouraged by negative elements that should be expected for such things. There were many players interested in the 'encrypted transmissions', and I'm sure there will be again, should you decide to continue.
