Since I'm just coming back to MxO after a 6 month hiatus, I'm wondering some things.

Do the 178.13 Drivers COMPLETELY fix all indoor issues?
Should I still leave the useropts settings on?

The latest nvidia drivers for XP (I believe are 178.13), do handle this issue, and you can remove the hot fix from your useropts.
