If you have a copy of the old Prima game guide, the levels listed for International and Downtown are still as described. Not sure if anyone has figured out what the levels are for Richland and Westview, since the reflow...

The levels increase in a 'U' shape from the north of Richland to the north of Westview, and that ranges from level 1 to roughly level 33 I think...
