Could it be a dare I say "Rabbit hole" construct? Like a real wierd one with all kinds of cultures and bedtime story characters in it? Too freaky maybe.

Nice, looks like the same npc in Richland and in the Construct. Just split screened. Construct looks like a cleaner version of Richland.
