Im fairly certain Oblivion has something like this and thats for the PC, Xbox, and has been around for two years.

Also reading the article im certain that 4D is something that has been done many times before as it is essentially the textures being slowly changed from one point to another and unless the game really requires the use of time elaspe, is hardly anything to write home about. The only thing the article seems to do is drive the point home that absolutely everything is going to be time lapseable and, as I said unless it really is important to the game, a waste of disk space.
