Well just quickly looking over those specs; your video card and CPU are both what 4 years old? Both could do with an upgrade...
You've got a problem though, your CPU has a 939 socket, which means your motherboard also has a 939 socket; so upgrading your CPU will require you to also upgrade your motherboard so you can get an AM2+ or AM3 CPU (or go over to intel if you wanna spend the $$)
It looks like your video card is a PCI-e x16 already so you're lucky you shouldn't have to upgrade your motherboard to change out the video card; so you might want to start there.
EDIT - Hmm.. I take that back, the x800 apprently came out with both APG and PCI-e; so you'll have to check what you have, if it's AGP then you're stuck with upgrading your motherboard no matter what, because AGP has been phased out, and you won't really find a video card out there worth upgrading to... RADEON X800 GTO
It really all depends on how much money you're looking to spend, and how much you want to strech it out; You'll have to buy the CPU and mobo at the same time; since one will be useless until you get the other. On the other hand you can get a PCI-e video card now and carry it over to your new mobo when you upgrade that...
All in all though you're going to have bottle neck problems until you upgrade both...
Other points:
Why do you have AIM set to turn on at start up? Do you really use it or has AOL just set it up that way and you haven't changed it? Because fixing that would knock off a bit of time off your startup
You might think about picking up a sound card; they're pretty cheap (15-20$) and they can give you an FPS boost by taking that load off your mobo
Why is every thing on drive "i"? Is that a partition of a single drive? Or do you have other drives taking up C-H?
When was the last time you installed Windows? Are you dual booting?

Cheap sound cards are pretty much the same from one to the next; I'd suggest you go to WalMart or BestBuy and just pick up one of the cheaper ones that supports whatever sound you're looking for (i.e. if you're using 5.1 surround or somethign you'll need to make sure you get one with back/side out puts). Sound cards can be very expensive; and I'm sure there are audiophiles who really enjoy $100 cards; but for the rest of us an cheaper card is fine for about $20...
yeah, both the CPU and GPU are getting pretty old, though I would expect a little better than 30 fps with that settup. As was mentioned, it is hard to upgrade only one thing with that settup. You'll need to upgrade everything at once to see a difference, but it can easily be done for under $400. In my experience, sound cards don't make a bit of difference in FPS. Some say it does, but I got the same FPS from a crappy on-board sound card and a mid-range add-on sound card.

i was thinking the same thing, makes me think theres somthing eles going on here...could be a heat poblem. make sure all your system fans are working correctly and clean all vents and heatsinks, including the videocard, heats issues dont always cause the well known errors and graphics bug we are used to, somtimes it just causes things to slow down...also, you might want to messaround with your startup and sevices settings in msconfig, althought you have more then enugh memory turning off some of those background programs couldnt hurt, (If your not sure what it is just leave it alone)
Mightymouser's original advice of getting a new videocard, CPU and MB is probobly the best way to go, but keep in mind, last i checked planetside dosnt utilize dualcore so you might be abil to find an older P4 cpu online somewere wich runs ALOT faster then 2.0 ghz they go up to 4.0 i think..dualcore is definently better for the games coming out nowdays, but IMO for these older games nothing beats raw speed.. i run a p4 3.8ghz myself. could be cheaper solution for PS then buying what amounts to a new system...
