Selling them for less than on the station store! Buying them sounds like a great way to ensure you get your account suspended when the seller does a charge backs to SOE...

You could always buy/sell using PayPal.  I never would cause I just don't trust anyone enough.  But there are no rules specifically prohibiting this behavior.
