Yep.

You must have an active, paid subscription to EQ2 in good standing to receive the packs, and you must log in to the TCG to receive them.

I acknowledge that it doesn't work perfectly for everyone, but on all my EQ2 accounts, I've only once had free boosters NOT arrive within one day of my anniversary date (i.e.: anniversary date the 9th, boosters before noon the 10th) _once_.

And only a couplafew times they failed to show before 2pm Pacific *on* my anniv date.  =)
