My buddy and I are thinking about buying this game and I was wondering if were able to play coop together on his 1 PS3 like the other SoE games do?

If so, than were gonna get it.

SOE has crippled it too much, especially in the co-op modes

If you play co-op on a single PS3, only 2 players are allowed, and they hamper each other as they share the same view ... better play it with 2-4 PS3 as then each PS3 has its own view and you are not bound to the other player by the view.
