There are several spots in the game, like on top of the library tower BEFORE you meet the golem, where you can gain unlimited experience and level as many toons to level 45+ as you want

If the HOST hasnt created additional toons in his saved game and level them up to 45+ you will have to start with a level 1 toon.

But usually a experienced host has at least 4 strong toons in his saved game, so always look what other toons are in a saved game before creating a new level 1 toon ( which might force your host to leave the game as he doesnt want another level 1 toon with another "sily" name ... )
