So, I got it this morning. First on my block. Pretty cool, except:
It doesn't seem to be reducing run speed every time it procs. Sometimes yes, sometimes no. Are the attack slow and the run speed debuff intended to be different dice rolls? I haven't really played with it enough to see whether the attack speed debuff works every time.
If it's supposed to snare every time it procs, it's borked, and needs some lovin.
It is a cold based proc and lasts only 6 seconds.
I'm trying it on trash mobs where damage type shouldn't matter, and they're not slowing down every time, even while the proc is ticking.
Edit: Same mobs do slow down to my dusk arrow, which is also cold based, afaik.
Edit Again: I see the pattern. They do get snared if it procs when I'm attacked. They do not get snared if it procs from me attacking them.
It should be either a defensive proc or an offensive proc, meaning it procs when you get hit or when you hit something. Don't think there are any items that are both.

It is procing both offensively and defensively. The snare doesn't seem to be working as described though. I'm not sure about the "nature's blessing" part either. I get a "Touch of Leaves" buff when I apply it. Maybe they changed the name and the description text didn't get updated.
Sounds strange. Data looks good and seems to be working for me. Will have to investigate it further.
Errrrrr.... the group buff doesn't stack with Prowler's Grace?
So, to recap:
This is a combination of some elements of summer cloak, and winter cloak, and a group buff that I already have with a very minor upgrade to stats for my group only? Please tell me that it not stacking is an oversight. If not, wow.

You're welcome to come watch me for a bit. Of course on a PvP server I'd prefer not to say where. It's pretty consistant though. If I let the mob hit me and it procs he gets snared (just like winter cloak). If it procs while I'm hitting him he doesn't.

It is not supposed to stack because it has a built in better prowler's grace.

Ok, but from my perspective that makes it a very minor upgrade for the effort expended. The debuff is exactly the same as winter cloak. The strength buff is a whopping +1 to what you get from summer cloak. The group buff is basically prowler's grace (with which it does not stack) with an extra 2% to accuracy and crit chance and +2 on the stats. The only positive (which doesn't seem to be working correctly at present) is that it procs both offensively and defensively, which winter cloak does not.
On the downside, I'm going to have to be really careful not to have this on for any cold based mob or it's going to buff the hell out of them when I attack. Seriously Silius, if you just spent 100+ hours to get this, would you feel rewarded? These are the kind of minor upgrades that we're used to just walking up to a trainer and buying when we ding.
I don't know what you have planned for the rest of the week, but whatever it is, it probably isn't going to benefit you as much as if you spent the time playing your own game.
