Well there ya go naming a thread exactly the opposite of what you want and then spending your time explaining how that's not what you meant.
Lag is a personal issue. If you only play for PVP, that's a personal issue too. Nothing personal, but I have no lag and my puter is fairly average with a good vid card and while I like PvP at times, there is so much else to do that I don't have time to PvP every day and do nothing else. (And I've been playing since launch so I've been around as long as anyone else.)
There is a huge hole in the Matrix that seperates PvP from the storyline so PvP is meaningless and that's why it's prevelant in Mara C with the atmosphere it has. There is no meaning to it so the only place it crops up regularly is in the most populous area which is Mara C where the odds of instigating PvP is the highest. There is nothing to accomplish in PvP other than killing another player and that is why there is so much really awful trashtalking in PvP because people want it to mean something when they kill someone and the only meaning they can get is to think they are somehow uber for getting a cq point that in itself has no value. Even if someone has 20k CQ points, it means nothing since you can get them by sploiting the bugs or for killing lowbies (don't get me wrong, I'm not raggin on peeps with high CQ counts or calling anyone a sploiter, just pointing out that the flaws mean you can't know for sure how someone got their CQ points). So trash talking often becomes the main event in PvP since there is nothing else of value to gain from it.
The new luggables are supposed to enhance pvp, but how they will connect pvp to the storyline (which will draw more players into PvP) is still yet to be seen. We'll just have to see what comes of it before it can be judged. The storyline itself does not support open warfare between org operatives.
I'd like to see pvp connected more to the storyline with objectives and rewards because I believe the quality of it will improve when there is truly something on the line. Peeps won't just be looking to talk trash cause they killed another player for no reason other than to talk trash. They will be focused on achieving objectives where killing other players is part of the process. I don't see why that can't be done without affecting the nonstoryline PvP that currently exists.
Ideas:
Each contruct should have a collector like Binary Boy.
Each construct should have a luggable that gives the same buffs as the rare drop item in that construct.
Operatives with a high enough org rep should be able to lead sentries in attacks on the other org bases in the constructs. A successful attack should change the location of the org base in that construct or more specifically the org proxy and recon point in the Megacity. This would mean taking (or protecting) the Machine base would reward the captors with a proxy and recon point in the Megacity closest to the hardline. This captured base would remain in possessoin for 24 hours of inactivity, then return to the original org's possession if there is no use of that proxy by the captors.
Require operatives to complete a mission in the archive construct to achieve certain landmark levels like 25, 30, 35, 40, 45, and 50. So for example, when you have enough experience to be level 25, you would have to complete a mission in the Yuki archive to graduate to that level.
To enforce the reality of the truce and protecting the simulation, pvping in front of bluepills should cause agents to spawn.
Critical mission number 5 in each live chapter (which requires the highest org rep) should make the operative flag up when activated.
There should be special PvP collectors in Downtown that make you go PvP hot until you bring them all the items to trade for the reward. If you log to remove the flag, then the items collected in the inventory would also disappear. This could work by having two types of items to collect. the first is a single item that needs to be traded, and causes the player PvP flag to go up, before the second item type can be collected which upon turning in for the final trade, then removes the player pvp flag.
