Well, my guide will always have some bias, but in this case, I believe, from the information I received from events and general information provided by others, that Commander Lock(e) had always assumed the Truce wasn't going to last and prepared the new city in preparation for its inevitable breaking.
As you're compiling this for everyone, you may wish to add a friend who we awakened only a short while ago. Actually, you may want to add details about the friend of that friend while you're at it too, you never know when you'd need that stuff.

Although if the information from events and others was that it was Lock that assumed it, wouldn't it be prudent to say that it was him and a probably a number of Zionites who assumed it not Zion as a whole.I'm sure that there are some Zionites out there who didn't think that the Machines would suddenly take up hostilities unless something major happened, which did in the end...But, it's your thread I guess it's down to you...

A required field of the guide, I must admit, is an explanation of who certain people whose names appear in the Critical Missions.As such, I'm going to need help finding out all the players who have been mentioned in a Critical Mission, so that I can go to them and get a brief background or a description of the events leading to their inclusion in the mission. Anybody willing to lend a hand?
You forgot the last sole surviver of the Unlimits. Berin... I mean.. he is still alive correct? last i saw he was in a mission for Zion with the whole meat wadding a Agent =S to bad there was no In-game movie part just for that in particular.. would of still imo owned. over walking in and seeing a dead agent and Berin saying he cleaned a few people up for us.
Beirn - A former Merovingian operative that joined forces with Anome. He directly ingested one of Anome's altered code-modified vials, making him stronger than even an Agent. His hovercraft and crew were destroyed by the Machines, but his body in the Matrix continues to live. His unnatural obsession with Persephone has made him an obedient servant to her after the fall of Anome. He has been known to take on several of the best Agents that the Machines can throw at him and still come out on top. His simple intelligence and super-powered abilities makes him an ideal choice as the simple brute force pick of the Merovingian. Surprisingly, unlike back during the days of Anome and his specialized army, the Unlimit, Beirn has not affected any operatives he has worked closely with, turning them into Unlimit operatives. His bodily fluids were once used to attempt to create Unlimit Exiles, which disastrous results.
