Actually it's a good idea but it'd have to relate to the story and instead, or as well as, giving out items (singleton consumables?) the story outcome would be affected depending on which org got the most.
Problems for this include;
Story already being written (obviously this is a problem with my spin on the idea, not the OP's idea),
Collectors would have to pop in a times which would be fair on all timezones (It'd be annoying to hold on to a piece of code all evening and having the collector pop in half an hour after after having to jack out, this means giving up the item of trying to pass it on to another member of your Org)
The luggables would have to have some sort of FX on them that would indicate that the person has the item, this is especially needed on Vector where everyone is flagged anyway.
Aside from that, given good planning I don't see it not being able to happen. Most of the taime taken would be in the story run up and the creation of skins for the Luggables.
