These have no timers and are passive.
Also if lots of people are running around with them, then things are balanced as everyone has the power.

Although, I am a bit worried at the max ability. It's cut off on the description as to what the rep requirement is, but if it's 127 that's gonna be a big problem. I've been Mero since beta and over the course of about two years I have gone up from 123 rep to 124 rep. If the odds of gaining a rep point stay at .001% or whatever then no one will get the top tier item unless they constantly grind standard missions for many, many months, and even then you could just be unlucky and never hit that magic number.

I know it can be tough to get max rep, but it's more a case of the people not getting it for years being unlucky than the ones who do get it being lucky. It took me a few months to go from 126 to 127, but not forever.

Yeah I've been playing Villemar since beta and sometime over the course of last year I went from 123 to 124 (I almost fell out of my chair when I got that rep point). So, at that rate, despite my many, many days of /play time over the years, it looks like I can look forward to getting my Retribution ability in 2011.
I think they slipped them in by accident... on purpose.... just so they could hint to us that they ARE being completed, and will be ready to use soon.
