A very good question. The reason is that there are some things dealing with already existing animations we can do and/or fix. Creation of a brand new animation isn't one of these things.

a long-long time ago, in a matrix far-far away some one suggested a two person dance that was like the interlock system. sounded cool, but i don't remember who it was. ah well, won't happen anytime soon.

I just get the feeling that the money that comes from subscriptions probably could hire one, it's just that some of it's being siphoned off into the pockets of the large teetering moneybags at the top of SOE.

Well I guess the question I would ask then is how much we are talking about here? Is a professional animator that costly? although I don't know the inner workings of the politics in the SOE offices, I could reason that hiring an animator would take lot of the guess work that is going on now.
Alot of the feedback from the Discussion Roundtable threads to many threads in Animation Feedback have been something like this...
Player or players: "We would like (insert idea here) for the game because it would make it that much better or it would solve a continual problem."
Common Response: "for that you would need an animator."
Player or Players response: "Can you get an animator?"
Common Response: "No we do not have the budget for one but we are trying to figure out how all this works, in the meantime we will try to figure out how to fix anything we already have and hopefully we will just modify stuff but nothing new because....well...we don't have an animator."
I guess what is boiling down to is alot of public outcry over new material and the lack of it. I'm not trying to bash SOE but I would think after all this time and the same thing being said over and over there would be some sort of efforts being made to get the people and tools to fix the problems and new content. Instead of hearing something like this all the time...

Can tell you don't play Vector. Fair enough if you'd like stuff like this. But like you said... There's a hell of a lot of other things that need to be sorted and introduced that should take priority over...dancing emotes.
